Defines "cannabidiol oil" as a product containing primarily cannabidiol with no more than 0.3% tetrahydrocannabinol by weight, formulated to not produce psychoactive or hallucinogenic effects.

Allows Idaho residents to legally possess cannabidiol oil with a signed statement from a licensed practitioner indicating the individual suffers from an illness that may benefit from treatment.

Requires minors' parents or legal guardians to obtain a statement from a neurologist or other licensed practitioner recommending cannabidiol oil treatment for an illness.

Exempts individuals from penalties for possessing or using cannabidiol oil when obtained from a sealed, labeled container with a matching certificate of analysis from an independent laboratory.

Provides liability protection for licensed practitioners acting in good faith who sign statements recommending cannabidiol oil treatment, and declares the law automatically repeals if Congress declassifies cannabidiol oil as a controlled substance.
