Establishes a mastery-based education advisory commission with up to 12 members including legislative chairs, the superintendent of public instruction, and representatives from the governor's office, state board of education, higher education institutions, business community, and education technology associations.

Creates the Idaho mastery education network composed of public school districts and charter schools that collaborate to transition to mastery-based education, providing professional development, coaching, and best practices to participating members.

Requires the state department of education to conduct statewide awareness campaigns, maintain the mastery education network, distribute funds directly to participating districts and charter schools for curriculum and professional development, and create a sustainability plan for statewide scaling.

Allows public school districts and charter schools to implement mastery-based approaches at any time in specific schools, grades, or content areas, with notification to the state department of education required to participate in network-wide resources.

Mandates annual reporting by the state department of education to the state board and legislative education committees on progress toward implementing mastery-based education by January 31 of each year.
