Establishes the Public Integrity in Elections Act, prohibiting public entities, officials, and employees from expending public funds, property, or resources to advocate for or against candidates or ballot measures (constitutional amendments, bond measures, or levy measures).

Permits public officials and employees to use personal funds and exercise individual First Amendment rights for political purposes, and allows neutral voter encouragement and objective explanations of ballot measures including cost-per-taxpayer information.

Applies civil penalties of up to $250 for violations, $1,500 for knowing violations, and $2,500 for knowing violations within 12 months of a prior violation.

Assigns enforcement authority to the Attorney General for state agencies and county prosecutors for local public agencies, with provisions for special prosecutors when county commissioners are involved in violations.

Allows individuals who violate this chapter to also be prosecuted under chapter 57, title 18, Idaho Code.
