Establishes maximum brand inspection fees of $1.25 per head of cattle and makes horse, mule, and ass inspections voluntary with a lifetime ceiling of $75.00, with actual fees set by brand board rule.

Sets minimum brand inspection fee of $20.00 per certificate when a brand inspector must travel from assigned duty post, and $50.00 per day for normally scheduled livestock auction sales.

Provides for non-scheduled livestock auction sales at $18.00 per hour plus mileage, with minimum fee of actual hours worked or $36.00 per day, whichever is greater.

Levies a $1.00 per head assessment on all brand inspected horses, collectible by state brand inspector at time of inspection, with amount payable to Idaho Horse Board; assessment may increase to $3.00 per head upon referendum approval.

Allows purchasers to buy Idaho Horse Board paid assessment cards for $100, valid for one year, as evidence that assessment has been paid.
