Amends Idaho Code Section 74-202 to revise the definition of "public agency" in the Open Meetings Law by adding "committee" and "council" to the list of state entities and removing reference to "executive order of the governor" from the public agency definition.

Excludes the cybersecurity task force and the committee awarding the Idaho medal of achievement from the definition of "public agency" so they are not subject to open meetings requirements.

Repeals the existing Section 74-202 effective July 1, 2023, and replaces it with a new section containing revised definitions that exclude references to subagencies created by executive order of the governor.

Makes technical corrections to the definitions of "deliberation," "executive session," and "governing body" by replacing "which" with "that" throughout the statute.

Section 1 of the bill takes effect July 1, 2018, while Sections 2 and 3 (the repeal and replacement of Section 74-202) take effect July 1, 2023.
