Removes strikethrough language from Idaho Code 72-1502 that previously precluded commission members from serving on future reapportionment commissions unless the commission was reconstituted due to court invalidation of a plan.

Modifies Idaho Code 72-1506 criteria by changing "shall" to "should" in provisions regarding county division avoidance and retention of local voting precinct boundary lines.

Adds clarity that when the commission determines by affirmative vote of at least 5 members that it cannot fully comply with precinct boundary line requirements, that subsection shall not apply to the commission or its redistricting plan.

Adds clarity that when the commission determines by affirmative vote of at least 5 members that it cannot fully comply with direct road and highway connection requirements for multi-county districts, that subsection shall not apply to the commission or its redistricting plan.

Includes severability clause stating that if any provision is declared invalid, it shall not affect the validity of remaining portions of the act.
