Establishes three scenarios for agenda amendments: amendments posted 48+ hours before regular meetings or 24+ hours before special meetings become effective immediately; amendments posted less than 48/24 hours before require a governing body vote; amendments after meeting start require a motion with stated reason and good faith explanation, with final action prohibited unless an emergency is declared.

Requires declaration and justification of emergency action on newly-added agenda items to be reflected in the meeting minutes.
