Director of Department of Insurance shall approve health benefit plan options that meet state requirements prior to the Affordable Care Act's enactment, even if not fully compliant with the Patient Protection and Affordable Care Act, provided carriers also offer ACA-compliant options.

Director is authorized to seek a waiver from the U.S. Department of Health and Human Services to enforce provisions allowing non-ACA compliant health benefit plans.

Department of Health and Welfare shall establish and implement a direct primary care program for Medicaid participants, under which participants receive routine health care services for a capitated fee.

Director shall apply to federal Centers for Medicare and Medicaid Services for waivers allowing work requirements as permitted by CMS guidance.

Director shall seek waivers to impose a 5-year lifetime limit on Medicaid participation, with exemptions for pregnant individuals, sole caregivers of children under age 6, certain disability recipients, enrollees under age 19, and high school students age 19 or older.
