Prohibits persons contracting with dentists from requiring providers to adopt fees set by the contracting entity for dental services that are not covered under the contract.

Defines "covered services" as dental care services under the applicable dental plan for which payment is available to the covered person or dentist, including those subject to contractual limitations such as deductibles, copayments, coinsurance, waiting periods, annual or lifetime maximums, frequency limitations, and alternative benefit payments.

Applies to contracts issued after January 1, 2011, with existing contracts required to comply by the next anniversary date, renewal date, or expiration date of any applicable collective bargaining contract, whichever is latest.

Amends both Idaho Code Section 41-1849 (general dental services contracts) and Section 41-3444 (professional service corporations providing dental health care services) to establish consistent protections for participating licensed dentists.
