Creates the "Public Integrity in Elections Act" as a new chapter in Idaho Code prohibiting public entities, officials, and employees from using public funds, property, or resources to advocate for or against candidates or ballot measures.

Defines "advocate" to exclude providing factual information about ballot measures in a neutral manner, including cost, purpose, property conditions, election dates, and candidate qualifications.

Permits public entities to distribute objective statements explaining ballot measure purposes and effects, including cost-per-taxpayer information, and allows neutral voter encouragement and personal political activity by officials using their own funds.

Establishes civil penalties ranging from $250 for violations up to $2,500 for knowing violations with a prior violation within 12 months.

Assigns enforcement authority to the Attorney General for state agencies and county prosecutors for local public agencies, with provisions for special prosecutors when conflicts of interest exist.
