Establishes opt-in rural education support networks composed of at least 6 school districts, with a majority being rural districts, to coordinate education resources and services among members.

Networks must facilitate resource sharing, assist in procuring grants and philanthropic funding, and work to improve education efficacy to prepare students for college or careers.

Network membership is formalized through a written memorandum of understanding (MOU) that cannot exceed 5 years, using a model MOU developed by the state department of education.

Superintendent of public instruction shall establish one network in fiscal year 2019, with additional networks allowed in fiscal year 2020 or later, each directed by a director selected by member districts and held accountable for measurable goals.

Superintendent shall provide funding for each network's first year plus up to two additional years for director salary, staff benefits, facilities, and education services, with continued funding contingent on demonstrated impact and member district financial commitment.
