Adds Section 67-6619B to Idaho Code establishing restrictions on expenditures for lobbying activities by state agencies and political subdivisions.

Prohibits state agencies and political subdivisions from using appropriated or public money to pay contract lobbyists who are hired as independent contractors to communicate with legislators or the governor.

Defines "contract lobbyist" as a non-employee hired by an agency to communicate with legislators or the governor for the purpose of influencing passage, defeat, amendment, or postponement of legislative or executive actions.

Clarifies that the prohibition does not affect existing provisions of Idaho law related to the registration, reporting, and duties of lobbyists.

Includes a severability clause providing that if any provision is declared invalid, the remaining portions of the act remain in effect.
