Establishes that construction and first use of federal land rights-of-way constitute acceptance of the grant for perpetual term granted by Congress.

Requires that abandonment of rights-of-way only occur through eminent domain proceedings with just compensation to the public; passage of time or frequency of use cannot justify abandonment.

Allows rights-of-way to be documented through maps, affidavits, surveys, books, or other historic information from before 1976 federal grant withdrawal; omission from plats or maps does not waive rights-of-way.

Exempts the state and political subdivisions from maintenance requirements and liability for injuries unless they choose to maintain; permits widening rights-of-way for increased public travel and modifications for public safety and design standards.

Establishes that privately owned land completely surrounded by or adjacent to public lands grants the landowner the right to use a right-of-way across public lands for access; does not apply to roads on private land.
