Extends the timeframe for Idaho secondary school graduates to qualify as resident students from six (6) years to eight (8) years after graduation, provided they are domiciled in Idaho at enrollment.

Extends the timeframe for students who complete six (6) years of elementary and secondary education in Idaho to qualify as resident students from six (6) years to eight (8) years after completion of secondary education, if domiciled in Idaho.

Adds a new category of resident students: those who matriculate as full-time graduate or professional students within thirty-six (36) months of receiving a baccalaureate degree from an Idaho public institution or eligible private nonprofit institution, provided they had resided in Idaho for twelve (12) months prior to receiving their degree.

Maintains all other existing residency requirements and qualifications for Idaho public institution students, including provisions for military members, Native American tribal members, and spouses of residents.
