Appropriates $72,935,400 to Idaho's Supreme Court for fiscal year 2019 (July 1, 2018 through June 30, 2019) across multiple judicial divisions including Supreme Court, Court of Appeals, District Courts, Magistrate Division, and specialty courts.

Appropriations distributed across General Fund ($55,941,800), Court Technology Fund ($10,702,200), Federal Grant Fund ($1,887,900), and specialized funds for substance abuse treatment, drug courts, and other programs.

Exempts the Supreme Court from Section 67-3511(1), (2) and (3), Idaho Code, allowing unlimited transfers between object codes and programs for fiscal year 2019, but prohibits transfers between different funds without legislative approval.

Directs that uncommitted General Fund moneys appropriated for judges' retirement contributions shall be transferred monthly to operating expenditures and paid into the Judges' Retirement Fund, with savings accruing when positions are filled by judges with 20 or more years of service exempt from contributions.
