Appropriates $15,961,200 to the Office of the State Board of Education for fiscal year 2019 (July 1, 2018 through June 30, 2019), including $6,204,200 for OSBE Administration and $521,700 for Charter School Commission from various fund sources.

Authorizes no more than 34.25 full-time equivalent positions for the Office of the State Board of Education during fiscal year 2019, with any increased positions requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Reappropriates any unexpended and unencumbered balances from fiscal year 2018 in the Federal Grant Fund and Public Charter School Authorizers Fund for nonrecurring expenditures during fiscal year 2019.

Requires the State Board of Education President to provide a written report by February 1, 2019 to legislative committees on dual credit utilization in Idaho high schools, including funding history, student achievement data, and institutional costs.

Requires the State Board of Education to provide annual updates to the Joint Finance-Appropriations Committee on all sublease rent payments and outstanding amounts due related to Senate Concurrent Resolution No. 105 (2017).
