Appropriates $26,461,800 to the Department of Water Resources for fiscal year 2019 (July 1, 2018 through June 30, 2019) across four programs: Management and Support Services ($2,900,300), Planning and Technical Services ($12,222,400), Water Management ($10,782,500), and Northern Idaho Adjudication ($556,600)

Authorizes the Department of Water Resources no more than 163.00 full-time equivalent positions during the fiscal year 2019 period, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling

Transfers $5,000,000 from the General Fund to the Secondary Aquifer Planning, Management and Implementation Fund for aquifer recharge and management

Transfers $2,400,000 from the General Fund to the Revolving Development Fund for Priest Lake water storage capacity and navigation, with $5,000,000 from the Revolving Development Fund designated solely for expansion of Priest Lake water storage and navigation
