Appropriates $2,445,650,500 to the Department of Health and Welfare Medicaid Division for fiscal year 2019 (July 1, 2018 - June 30, 2019) across four programs: Medicaid Administration and Medical Management ($79,004,300), Coordinated Medicaid Plan ($588,094,800), Enhanced Medicaid Plan ($1,051,186,300), and Basic Medicaid Plan ($727,365,100).

Authorizes 216.00 full-time equivalent positions for the Medicaid Administration and Medical Management Program and permits transfers of authorized positions between budgeted programs.

Requires monthly Medicaid tracking reports comparing appropriated budgets to actual expenditures and forecasted spending, along with reports on managed care implementation and flexible receipt authority needs by specified deadlines.

Designates $200,000 for Non-Emergency Medical Transportation (NEMT) program improvements including an external audit, rate review, and provider training program, with implementation reports due by December 30, 2018 and June 30, 2019.

Appropriates an additional $83,296,900 for fiscal year 2018 and reduces the Enhanced Medicaid Plan Program appropriation by $25,000,000 for trustee and benefit payments for the same period; declares an emergency for these sections to be effective upon passage and approval.
