Appropriates $120,147,300 to the Department of Health and Welfare Public Health Services Division for fiscal year 2019 (July 1, 2018 through June 30, 2019), allocated across Physical Health Services, Emergency Medical Services, Laboratory Services, and Suicide Prevention and Awareness programs.

Authorizes 237.02 full-time equivalent positions across the four programs: 151.18 for Physical Health Services, 42.84 for Emergency Medical Services, 39.00 for Laboratory Services, and 4.00 for Suicide Prevention and Awareness.

Restricts transfer of trustee and benefit payments funds to other expense classes during fiscal year 2019 and limits departmental service provision to the extent of available appropriated funding.

Requires the Department of Health and Welfare to develop and submit a complete suicide prevention plan to the Legislative Services Office by August 15, 2018, with measurable outcomes, in collaboration with stakeholder groups including the Idaho Council on Suicide Prevention and Veterans Service Organizations.

Appropriates $1,831,000 from the Cooperative Welfare (Federal) Fund for Physical Health Services operating expenditures for fiscal year 2018 and transfers $3,557,200 from the Idaho Immunization Dedicated Vaccine Fund to the General Fund for the same period, effective upon passage.
