Appropriates $14,304,200 to the Division of Building Safety for fiscal year 2019 (July 1, 2018 through June 30, 2019) from multiple funds: General Fund ($239,600), State Regulatory Fund ($12,296,800), Miscellaneous Revenue funds ($1,611,700), and Federal Grant Fund ($156,100).

Limits the Division of Building Safety to a maximum of 147.00 full-time equivalent positions during fiscal year 2019, unless the Governor specifically authorizes additional positions.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized by the Governor beyond the 147.00 limit.

Reappropriates unexpended and unencumbered balances from the State Regulatory Fund for the Trackit9 Software System from fiscal year 2018, not to exceed $100,000, for nonrecurring expenditures related to the system through June 30, 2019.
