Authorizes the Legislative Council to appoint a committee to study and recommend specific implementation changes for the Public School Funding Formula Interim Committee's recommendations.

Requires the committee to address implementation details including student counting methods (enrollment vs. average daily attendance), payment distribution timing and amounts, base funding per student with weights for special populations, and spending flexibility.

Designates the Superintendent of Public Instruction and another Idaho State Board of Education member as non-legislative voting members of the interim committee.

Authorizes committee cochairs to retain consultants or analysts familiar with education funding policy, subject to approval from legislative leaders, with compensation for per diem, mileage, and other expenses.

Requires the committee to report its findings, recommendations, and proposed legislation to the First Regular Session of the Sixty-fifth Idaho Legislature.
