Idaho Legislature urges the U.S. Department of State to protect authorized purposes and water rights for Idaho storage projects, including irrigation, recreation, hydropower, and local flood control in Columbia River Treaty negotiations with Canada.

Requests that only storage projects specifically authorized by Congress for system-wide flood control be required to provide flood control benefits, with no increased burden placed on Idaho projects.

Calls for review and rebalancing of the Canadian Entitlement, which shares increased power production from coordinated river operations and has been imbalanced in favor of Canada.

Opposes additional ecosystem contributions from U.S. projects and rejects vague "ecosystem restoration" language that could override federal environmental laws and infringe on state water sovereignty.

Directs the House Chief Clerk to distribute the memorial to Congress, Idaho's congressional delegation, the U.S. Department of State, Columbia River Treaty Negotiator, U.S. Entity Coordinator, Bonneville Power Administration, and U.S. Army Corps of Engineers.
