Proposes adding Section 24 to Article I of the Idaho Constitution to establish that equality of rights and responsibilities under the law shall not be denied or abridged on account of sex.

Grants the Legislature power to enforce the sex equality provision through appropriate legislation.

Directs the question to be submitted to Idaho voters at the next general election for approval of the constitutional amendment.

Requires the Legislative Council to prepare statements as specified in Section 67-453, Idaho Code, and the Secretary of State to publish the amendment and supporting arguments.
