Proposes constitutional amendment to Section 22, Article I of Idaho Constitution establishing comprehensive crime victim rights including fair treatment, dignity, privacy, and timely case disposition.

Guarantees crime victims the right to reasonable and timely notification of criminal justice proceedings, including trial, appellate, post-conviction, pardon, commutation, and parole proceedings.

Establishes victim rights to be present at open proceedings, confer with prosecution, be heard at sentencing and parole hearings, receive full restitution, and obtain reasonable protection from the accused.

Extends the same rights to victims of juvenile offenses that would constitute crimes if committed by adults, with social history report access determined by statute.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the amendment and arguments for submission to Idaho voters at the next general election.
