Authorizes the Department of Correction to contract with private agricultural employers for inmate labor in production, harvesting, and processing of perishable agricultural food products.

Prohibits inmate labor from displacing employed workers within the local region where the agricultural work is performed.

Requires the board to establish rules considering worker displacement prevention, inmate safety, and security risks before entering contracts.

Directs all revenues from inmate labor contracts to the correctional industries betterment account, with inmate compensation governed by existing wage provisions.

Permits deductions from inmate earnings for incarceration costs, court-ordered restitution and fines, reentry resources, and other fees as determined by the board.
