Amends Section 33-107B to revise the optional retirement program for community colleges and postsecondary career technical education institutions, removing outdated references and clarifying institutional contribution rates at 7.81% of salary with employee contributions at 6.97%.

Repeals Sections 33-2208 through 33-2210 relating to Eastern Idaho Technical College and repeals Section 33-2212 relating to its advisory council.

Amends Section 33-2211 to remove references to Eastern Idaho Technical College from the state board for career technical education's powers.

Amends Section 33-3726 to revise the Higher Education Stabilization Fund by removing Eastern Idaho Technical College from the surplus stabilization account for career technical colleges and adjusting allocations for remaining institutions.

Removes all references to Eastern Idaho Technical College from Sections 67-5302 and 67-9203 relating to state employee definitions and state purchasing definitions.
