Requires at least 7 certificated classroom teachers, 1 superintendent, 1 secondary principal, 1 elementary principal, and 1 local board member on the commission, with members appointed by the state board of education for 3-year terms.

Changes "codes and standards" to "code of ethics" throughout relevant sections and clarifies that expansion of commission membership does not require reaffirmation of existing ethics codes and policies.

Amends Section 33-1253 to change "rule making" to "policies and procedures" and updates "vice-chairman" to "vice chairman" as a technical correction.

Adds rulemaking authority in Section 33-1254 allowing the state board of education to promulgate rules to implement provisions related to adoption and approval of the professional code of ethics.
