Designates the state board of education as the state board for career technical education to administer federal vocational education acts including the Smith-Hughes Act and cooperate with federal agencies.

Authorizes the board to administer federal and state funds for career technical education in agricultural, trade and industrial, family and consumer science, and other authorized subjects.

Revises the definition of "career technical education" to include secondary, postsecondary, and adult courses and programs for occupations requiring other than a baccalaureate, master's, or doctoral degree, with board approval extending to grades 7 and 8.

Changes terminology from "vocational" to "career" in the description of courses and programs delivered through public secondary and postsecondary schools and colleges.
