Establishes the Career and Technical Education Program Quality and Workforce Readiness Incentive Program to provide funding for high-quality career technical education secondary programs offered in grades 9-12.

Creates two funding categories: quality program incentive funding for high-performing programs in business management and marketing, engineering and technology, family and consumer sciences, health sciences, and skilled and technical sciences; and technical assistance funding available to programs in these areas plus agriculture and natural resources.

Authorizes workforce readiness incentive funding distributed based on the number of secondary career technical concentrators who demonstrate workforce readiness upon program completion.

Grants the state board for career technical education authority to develop evaluation criteria, award funding to qualifying programs, and adopt rules for implementation.

Sunsets the initial funding mechanism on July 1, 2019, with a revised mechanism taking effect the same date that adds the workforce readiness incentive funding component.
