County clerks must submit a detailed early voting ballot security plan to the Secretary of State for approval at least 30 days before implementing an early voting plan.

Once approved by the Secretary of State, an early voting plan is valid for the entire election year unless it is modified, and any modifications must be resubmitted for approval.

County clerks must notify the Secretary of State of their intent to use early voting prior to each election and before early voting begins.

Ballot boxes for early voting must remain locked and secured with numbered seals until election day tabulation, with records maintained of ballots issued by date and seal number.

Ballot counting cannot begin until election day, and results cannot be released publicly until all voting places in the state have closed.
