Amends Section 20-104, Idaho Code, regarding transfer of convicted foreign citizens or nationals under treaty provisions between the United States and foreign countries.

Changes the authority to consent to offender transfers from the "director of the department of correction" to the "commission of the department of pardons and parole."

Allows the governor to authorize the specified commission to consent to transfers or exchanges of offenders to their country of citizenship or nationality, subject to treaty terms.

Permits the governor to authorize any additional actions necessary to initiate Idaho's participation in applicable transfer treaties.
