Specifies board membership: 5 registered nurses (3 with associate degrees and 1 possibly a diploma nurse, 2 with bachelor's or higher degrees), 2 practical nurses, 1 advanced practice registered nurse, and 1 lay person.

Requires board members to be U.S. citizens and Idaho residents, and licensed nurses must be actively engaged in nursing in Idaho at the time of appointment.

Restricts the lay member from being licensed in any health occupation, having financial interests in health care facilities, or being employed in health care governance.

Sets board member terms at 4 years with a 3-term consecutive limit, requires 5 members for a quorum, and specifies compensation per section 59-509(i) of Idaho Code.
