Creates new Section 5-345 in Idaho Code to grant civil immunity for forced entry into a motor vehicle to remove a pet in imminent danger of death or serious bodily harm.

Creates new Section 18-7045 in Idaho Code to prevent criminal prosecution for forced entry into a motor vehicle to remove a pet in imminent danger of death or serious bodily harm.

Both civil and criminal immunity require that the person contact law enforcement before and immediately after entering the vehicle (if feasible) and use only the force reasonably necessary to gain entry.

Immunity does not protect against liability or prosecution for physical harm caused to the pet or for unrelated crimes or actions.

Declares the act an emergency measure effective upon passage and approval.
