Creates civil immunity for entry into a motor vehicle (including forced entry and property damage) when removing a person in imminent danger of death or serious bodily injury, provided the person contacts law enforcement before and after entry if feasible and uses only necessary force.

Creates criminal immunity preventing prosecution for entry into a motor vehicle and resulting property damage under the same conditions: reasonable good-faith belief of imminent danger, contacting law enforcement when feasible, and using only necessary force.

Excludes from immunity any physical harm caused to the person being removed or crimes unrelated to the act of entering the vehicle itself.

Declares the act an emergency measure, making it effective immediately upon passage and approval.
