Defines "first responder" as a law enforcement officer, firefighter, emergency medical services provider, coroner, or other emergency rescuer for purposes of organ donor notification procedures.

Requires first responders and hospitals to conduct reasonable searches for documents of gift or donor refusal information on individuals who are dead or near death.

Mandates that upon determination of death, qualified persons notify the Idaho state communication center with the deceased donor's location, name, and date of birth if known, which then notifies the appropriate organ procurement organization, tissue bank, or eye bank.

Requires first responders who locate a document of gift or refusal to send it to the hospital if the individual is taken there.

Provides liability protection, stating that persons are not subject to criminal or civil liability for failing to discharge duties imposed by this section.
