Authorizes courts to issue orders transferring wireless telephone billing responsibility and rights to a requesting party who is not the account holder, after notice and hearing.

Requires the transfer order to be a separate document directed to the wireless service provider, listing the account holder's name and billing number, the requesting party's contact information, and each telephone number to be transferred.

Court must ensure the requesting party's contact information is not disclosed to the account holder, and the order must be served on the wireless provider's registered agent for service of process.

Wireless service providers must notify the requesting party if they cannot effectuate the transfer due to account termination, network technology differences, or geographic or service availability limitations.

Requesting party assumes all financial responsibility for monthly service costs and mobile devices upon transfer, and wireless providers are exempt from liability for actions taken in accordance with court orders issued under this section.
