Amends Section 19-850, Idaho Code, to allow indigent defense providers or counties, through their board of county commissioners, to apply to the State Public Defense Commission for funds to cover extraordinary litigation costs.

Extraordinary litigation costs include expert witnesses, evidence testing, and investigation expenses, but exclude expenses associated with capital crimes.

The State Public Defense Commission shall establish procedures by which counties may apply for these funds as part of its discretionary powers under subsection (2)(e).

Makes technical corrections to existing language regarding the commission's authority to establish temporary procedures and model forms for state indigent defense grants.
