Establishes the Peace Officers Standards and Training Fund in the state treasury to fund training for peace officers, county detention officers, prosecutors, and related personnel, as well as salaries, capital expenditures, and support for certified training programs.

Directs $2,000,000 annually to be distributed to the Peace Officers Standards and Training Fund from insurance premium taxes on June 30, subject to legislative appropriation.

Sets a fiscal year-end balance cap of $1,000,000 for the Peace Officers Standards and Training Fund, with any excess amount reverting to the state general fund.

Allocates moneys from Section 31-3201D to provide basic training, continuing education, and certification for misdemeanor probation officers employed by or contracted with counties.

Makes Sections 1 and 2 effective upon passage and approval; Sections 3, 4, and 5 become effective July 1, 2020, declaring an emergency for the immediate portions.
