Amends Idaho Code Section 33-1228 to revise how public school employees' unused sick leave is calculated and credited upon retirement.

Changes the calculation of the severance allowance to use "the employee's highest year of salary used in the average monthly salary" instead of "the rate of retirement" when determining the monetary value of one-half of unused sick leave.

Allows the credited funds to continue paying premiums for retiree health, long-term care, vision, prescription drug, dental, and life insurance programs until funds are exhausted or the retiree becomes ineligible.

Requires employers to contribute to a sick leave account maintained by the Idaho Public Employee Retirement System to fund the severance allowance provisions.

Extends the definition of public school employment to include employees of the Idaho Digital Learning Academy, the Idaho Bureau of Educational Services for the Deaf and the Blind, and employees of organizations funded by school districts.
