Defines "STEM" as science, technology, engineering and mathematics for purposes of establishing a special high school diploma designation.

Allows public school students who complete standard graduation requirements and earn at least 8 credits in mathematics, 8 credits in science, and 5 additional credits in science, technology, engineering, or mathematics to receive a STEM diploma.

Does not require students to complete additional credits beyond what the state board of education mandates for regular graduation.

Exempts students who complete 8 or more mathematics credits including algebra II or higher-level mathematics before senior year from taking a mathematics class in their final year.

Authorizes school districts and public charter schools to create diplomas with special STEM designation and grants the state board of education authority to promulgate implementing rules.
