Allows up to 20% of Idaho Opportunity Scholarship program funds to be used for awards to adult students who have earned at least 24 credits toward a postsecondary degree or certificate and return to complete their credential.

Defines "eligible student" to include continuing students who met eligibility requirements and were awarded an opportunity scholarship prior to June 30, 2014, with continued eligibility based on requirements at time of original award.

Establishes that the opportunity scholarship program account may receive donations of money, real property, or personal property from external sources, with proceeds deposited by the state treasurer into the account.

Permits up to $50,000 of annual earnings from the scholarship account to be used for administrative costs including database operations, program administration, personnel, and program promotion.

Renumbers existing subsections for technical corrections, changing former subsections (7) through (10) to subsections (7) through (101).
