Repeals the previous texting while driving statute and replaces it with comprehensive distracted driving prohibitions covering mobile electronic devices, earphones, and social networking sites.

Prohibits operating a motor vehicle while using a mobile electronic device, with exceptions for emergency calls, GPS navigation use (without manual entry), hands-free voice operation, and authorized first responders performing official duties.

Prohibits wearing headphones or earphones in both ears simultaneously while operating a motor vehicle and prohibits accessing, reading, or posting to social networking sites while driving.

Establishes penalties of $100 for first violations and $250 for subsequent violations, with doubled fines if an accident occurs; allows courts to suspend driver's licenses for up to 90 days upon three or more convictions within three years.

Imposes stricter restrictions on school bus operators, prohibiting mobile electronic device use while transporting children except for emergency purposes.
