Establishes legislative intent to regulate motor vehicle booting businesses by local government to prevent fraud and establish consumer protection standards and remedies for motorists.

Defines "boot" as a device used by a towing company or other entity to temporarily immobilize or disable a motor vehicle for purposes of enforcing parking restrictions.

Authorizes property owners to boot unauthorized vehicles on private property if a clearly conspicuous sign in large print is posted designating the towing firm name and stating unauthorized vehicles will be removed or booted at owner's expense.

Allows vehicle owners, lienholders, and insurers to claim booted or removed vehicles by proving ownership or lien status and paying applicable towing, storage, and advertising costs.

Declares the act an emergency measure effective upon passage and approval.
