Amends Section 41-306 to add an exception allowing foreign insurers licensed in another state to sell individual or group accident and sickness insurance in Idaho if they obtain a certificate of authority under the new Section 41-306A.

Creates new Section 41-306A establishing requirements for out-of-state insurers to sell accident and sickness insurance in Idaho, including maintaining good standing licensure in their domicile state and providing mandatory coverages required by Idaho law.

Requires foreign insurers selling policies in Idaho to submit to Idaho jurisdiction, appoint the director as agent for service of process, pay all applicable fees and taxes, and participate in the high risk reinsurance pool under Chapter 55.

Mandates that all disputes regarding policies purchased by Idaho residents be governed by Idaho law and either litigated in Idaho or resolved through alternative dispute resolution in Idaho.

Authorizes the Department of Insurance to promulgate rules and enter into compacts with other states to implement the interstate insurance sales provisions.

Defines "individual or group accident and sickness insurance" to include policies covering loss from sickness or bodily injury/death by accident, comprehensive major medical coverage, and high deductible health plans under Internal Revenue Code Section 223.
