Amends Section 33-514 to clarify that Category 1 contracts are limited one-year contracts as provided in sections 33-514A and 33-514B, Idaho Code.

Creates new Section 33-514B establishing limited contracts for certificated personnel using alternative route to certification prior to earning full certification status.

Allows school districts to employ alternatively certified personnel on one-year limited contracts with no further notice required to terminate at the conclusion of the contract year.

Requires that upon obtaining full certification status, employees must be offered contracts under standard provisions of Section 33-514 with credit for prior years of continuous service if the district decides to reemploy them.

Maintains existing evaluation requirements of minimum one written evaluation per year completed by June 1, with at least two documented observations, one completed prior to January 1.
