Requires counties and cities to provide written notice to irrigation districts, ground water districts, Carey Act operating companies, nonprofit irrigation entities, lateral ditch associations, and drainage districts that have requested notice in writing whenever a proposed subdivision or site-specific land development application is considered.

Notice must be provided by mail or electronically by mutual agreement at least fifteen (15) days prior to the public hearing date concerning the development proposal.

Entities requesting notice must continue to provide updated and current contact information to the county or city to receive future notices.

Notice requirements do not affect or eliminate other statutory requirements concerning water delivery under Idaho Code sections 31-3805 and 67-6537.
