Amends Idaho Code Section 31-1409 to require written notice for temporary commissioner vacancies exceeding 90 days and clarifies the fire protection board must fill vacancies within 60 days of learning of the vacancy.

Establishes a procedure for filling vacancies when board members cannot agree: names of interested persons receiving the highest equal number of votes are placed in a container, and the county fire commissioner with the most continuous service draws one name to be appointed.

Creates a new procedure if more than 50% of elected seats on a fire protection district board become vacant, allowing any remaining board member or district elector to petition county commissioners to fill vacancies within 60 days.

Repeals Idaho Code Section 31-1418 relating to temporary inability of a commissioner.

Amends Idaho Code Section 56-1018B to authorize the Bureau of Emergency Medical Services to make grants to fire districts for vehicles and equipment, and allows the bureau to approve grants without fire district endorsement if endorsement is withheld without adequate justification.
