Repeals separate barber and cosmetology licensing chapters and consolidates them into a new unified Barber and Cosmetology Services Act.

Establishes a seven-member Barber and Cosmetology Services Licensing Board (2 cosmetologists, 2 barbers/barber-stylists, 1 electrologist/esthetician, 1 school representative, 1 public member) to regulate practitioners, schools, and establishments.

Sets education and experience requirements for various occupations including barbers (900 hours), barber-stylists (1,500 hours), cosmetologists (1,600 hours), estheticians (600 hours), electrologists (600 hours), and nail technicians (400 hours).

Licenses retail cosmetics dealers, retail thermal styling equipment dealers, and makeover/glamour photography businesses with specific sanitation and disinfection facility requirements.

Authorizes fees up to $50 for original licenses and renewals, $100 for endorsement licenses, and $500 for school licenses; specifies grounds for license revocation including felony conviction, malpractice, and unprofessional conduct.
