Appropriates $2,948,100 to the State Appellate Public Defender for fiscal year 2019 (July 1, 2018 - June 30, 2019), consisting of $2,645,700 for the Office of the State Appellate Public Defender and $302,400 for Capital and Conflict Representation.

Limits the State Appellate Public Defender to no more than 24.00 full-time equivalent positions during the fiscal year 2019 period, unless specifically authorized by the Governor.

Designates $207,500 from the General Fund exclusively for outside counsel costs in noncapital appeals involving conflicts of interest, with costs separately identified and accounted for apart from other program expenses.

Designates $94,900 from the General Fund exclusively for costs directly related to capital case representation, including expert consultation, witness travel, depositions, investigation, court reporting, expert witness fees, and trial exhibit preparation.

Requires any unexpended and unencumbered amounts to revert to the General Fund and mandates the Joint Finance-Appropriations Committee be notified promptly of any position increases authorized by the Governor.
