Senate Bill No. 1337 - Campaign Finance Summary

• Revises campaign finance law purposes to promote public confidence in government and openness by requiring disclosure of financial support for state election campaigns and those promoting or opposing legislation or attempting to influence executive or administrative actions at the state level.

• Establishes a centralized online database managed by the Secretary of State for filing and publishing all campaign finance reports, with searchable fields including candidate name, contributor, contribution amount, expense, and office.

• Consolidates filing responsibilities between the Secretary of State (statewide, legislative, and judicial district offices) and county clerks (local government offices and measures), with county clerks reporting violations to county prosecutors.

• Requires an authority line on all electioneering communications stating the name of the candidate, political committee, or person responsible for the communication.

• Repeals separate campaign finance reporting requirements for magistrate retention elections, county elections, school trustee elections, community college trustee elections, highway district elections, city elections, and auditorium district elections, consolidating them under the main campaign finance statute.

• Effective date: July 1, 2019.
